You could argue that the default state of weewar is rated - that option is checked by default

An unrated game needs a decision.

As for the flavour of tourney, I believe the organiser should ideally make it clear - or ask what people want, simply to avoid confusion (or flame wars

).

But if not ask. jeez, it can't get more simple than that
