To allow tournament automation may I suggest you (weewar developers) extend ELIZA to allow:

- Creation of games with api interface
- Start created game with api interface

For automatic tournament management, without modifying current features (??), maps could be created where player #1 (the creator) has just a single base (of course those games could have a maximum of 5 real players).

A bot could then automate tournament management:

- create a game with a map as described before (map would be defined at tournament settings in external tool)
- invite tournament players as defined by fixtures (defined at external tool)
- start the game
- abandon (or play just skipping turns doing nothing)
- follow the game to update tournament results
